Organizations, discipline and unity which is most remarkable, and cannot be surpassed by any other Countries that I Know of, - only imagine in event of our being involved in difficulties, how adversely the societies secretly assembled in Gambling Houses unsupervised, might thus unwatched and unknown, conspire against Government and operate perhaps most disastrously to us. I do not perceive that the Farm would in any way conduce to demoralize or be fraught with evils to, the Chinese Community, or through them to the other (non Chinese) residents on this Island, the strong objection to the measure exists in our viewing the Chinese in the same light as we do ourselves, judging of them thus erroneously, the objection is in our own minds, our own habits, emanating mainly from the horror entertained by us of this vice when we were first able to distinguish between right and wrong; we may not forget for whom we are legislating, and whose opinions (as I have before remarked) on this point, are so totally at variance with those Europeans! As an experiment I would respectfully recommend that the system now in force
