a sound policy in legislating on this point, (however uncongenial to European ideas) by limiting and regulating the extent of that gambling which cannot be extirpated; and if the vice be incurable with our
means, is it not our duty, by strict and rigid system of
arrangement to control its exercise, and possibly out of
this evil to derive
