cheated, and when they are cheated they are afraid to complain to the police because they hear they cannot get such satisfaction, and the only thing they can do is to quarrel, fight, make disturbance, thereby giving great annoyance to the public.

There is no regular law against gaming houses in Hong Kong. There are strict rules against gambling houses, in China and also to the Mandarins,

against gambling, if any complaint is brought before the high Officers about extortions of underlings or public officers, they will from strict attention to the complaint; have the keeper of the gambling house, or the person complained against brought up and punished severely.

Money is paid to all underlings and petty officers belonging to both the civil and Military departments, and sometimes to the Magistrate of the district too, but not to higher officers, and on that account complaints against them seldom reach the higher Mandarins.
