In the second head, Gaming houses are open to the public, instruments and means of gaming such as dice, Cards, and the peculiar Chinese game of "Fan Tan" (counting out an uncertain number of Cash into lots of from one, two, three, four) indicating the winner; the gamester who stakes on the correct number wins.
