I send translation of the tender of a Chinaman who desires to be the Farmer of the Licensed Gambling Houses. I have reason to believe the privilege would produce at least £6,000 a year to the public revenues of the Colony, a result not without its importance, as the possession of such an augmentation of revenue would enable me to accomplish many more useful objects for the good of the Colony!
