Presiden Roosevelt, in | message3o. Congress, stated that it had been established without doubt that the Robin Moor was sunk by a German submarine.

The specific purpose of the sinking was the interruption of United States trade with all friendly countries.

The United States, said Mr. Roosevelt, must take it that notice had been served on them that American shipping од the seven SEAR was not immune from Nazi attack.

"In other words we must take it that warning has been served on us. It is a warning that the United States may use the high seas only with Nazi consent."

Mr. Roosevelt did not pro- pose any line of action in his message to Congress but chuse this form of protest with the most forceful words at his command.
