As His Excellency the Governor has determined to refer to the Right Honorable The Secretary of State for the Colonies the questions suggested in my letter Nr 41 of 19th January last to you, I have the honor to submit these questions in a more convenient and formal shape than was then possible, as follows.
At this place the criminal prison, the debtor's prison, and the Magistrates' Court are together surrounded by one wall.
