From the Colonial Secretary to the Colonial Chaplain on the subject of his direct communication.

Victoria, February 7th 1856

Sir,

I have to acknowledge the receipt of your letter in reference to my having made a direct communication to the Secretary of State, instead of transmitting the same through the Colonial Government, and I have to state that my having done so arose solely from my ignorance of the proper course of proceeding.

With reference to the subject of my communication, I beg to say that no point of difference existed between the Bishop of Victoria and myself; but his Lordship having expressed his desire that I should receive a License to officiate from him, I was
