that in future, when you may wish to bring any subject to official notice,

you are to address yourself to the Colonial Secretary who will submit your representation for the decision of His Excellency, the Governor.

That decision shall then be signified to you for your information and guidance, or, if necessary, His Excellency will refer the matter for consideration of the Secretary of State.

In the present instance, should you still wish to represent the question which appears to have arisen between yourself and the Bishop of Victoria, I have pointed out that you have to request that you will adopt the course above.
