"THE PROVISION OF AN ADÉQUATE STOCK OF RICE, NOT ONLY FOR RESERVES AGAINST A POSSIBLE EMER- GENCY, BUT ALSO FOR THE DAILY REQUIREMENTS OF THE POPULATION AT REASONABLE RATES, HAS BEEN THE CONSTANT CONCERN OF THE GOVERNMENT ALMOST SINCE THE OUTBREAK OF WAR IN SEPTEMBER, 1939.
