form an annual charge until the whole work be paid for, which could be, including interest, in a period of 5 years, after which time I am of opinion it could be desirable to make certain reductions in lot rentals, such as Lot No. 2, 3, 5, 14, 18,— and maintaining others on a certain scale, so as to assimilate in some degree the various rentals with the area occupied.
