Reading to my calculation the Cost of the Praya and Works would be from £12,000 to £15,000, and the additional rental that might fairly be obtained would be £3,151 for Annum, so that it must be evident that Government could not find a more profitable investment than by carrying out this work.

I would, however, draw your attention to the fact that, in some instances it may happen that the additional rent would be more than the holder could be reasonably expected to pay for, since, from the nature of the buildings on the Lot, he cannot turn it to such a profit as property situated on other Lots: for example, Lots No. 54, 55, &c., to say nothing of 12, 13, 15 &c. and will readily afford to pay the additional rental levied, the business carried on thereon bringing in a most advantageous return, but I doubt if the great addition required to be made to Lots 96, 50, 63, 3, 18, 2, and 3 could in fairness be assessed as high as the calculations make it in my return. It is by the acts of the holders of Lots No. 54 and 55, they having filled up to advantage, that the much to their benefit.
