Before going further, I would respectfully draw the attention of Government to the fact that the Minute seems to me to have been published with a view of inviting the opinion of the parties interested, without, in the slightest degree, binding Government to the opinion set forth herein; as it is distinctly stated in the Notification that it is a Minute submitted to Government; but Government did not state that the same had been adopted or that Government would find itself bound by or to it.
