Gentlemen,

I am directed by His Excellency The Governor to acknowledge your letter dated Canton, 25th instant. It is stated that His Excellency was advised by the Attorney General that, inasmuch as by clause 9 the Colony of Hong Kong was exempted from the operation of the New Passenger Act, no legal provision existed here for the regulation of the Passenger Traffic. During the past week, however, the Chinese Passenger Act was received from Messrs Russell & Co., Canton.
