I am sorry to learn" that though the Brigade has maintained its strength. It has not been able to increase it up to the establishment which the needs of the Colony re- quire. I cannot stress too strongly the need for increasing the strength of the Brigade up to the full total required and I urge upon every one of you to serve as re- cruiting officers for the Brigade
