Gentlemen,

I have the honour to acknowledge your letter of yesterday respecting the ground at West Point.

From the plan you enclose, it will appear that you wish handed over to you a very extensive portion of land in that direction.

As you are not prepared to state that your occupation of this is necessary for the Defence of the Western part of the Harbour, His Excellency, The Governor, does not feel himself justified in appropriating so large an amount of ground to the Ordnance.
