I have to instruct you, Sir, to report, on receipt of them to this Office. It would be well that you should impress on Captain Cooper the great value of the ground to the Westward, the growing wants of the Colony, and the probability that a great part of the ground whereon stood the old Naval Stores may be required for the all-important purposes of a Dockyard.
