I am unable to say right Her Majesty's Government may exert in compelling the several tenants
to complete the necessary

can be no doubt however that,
having roached upon the sea and reclaimed
encroached lands beyond the boundaries of Lots as leased from the Crown,
they can have

only
much
the

right to the ground
naturally retain it on sufferance.
The Government having decided
that this Strand Road is,
not only for the prevention of further
encroachments, but
for the good of the Colony as enabling
& for a better surveillance
as well as
of the District by the Police, for the benefit of the whole population South of the Queen's Road enabling them to obtain ready
access to the sea,
for the purposes of healthful
recreation as well
as for mercantile pursuits; it becomes
a question whether it would not be better to grant to the several tenants
all the ground extending to the Strand
on condition that they construct
the Road
in a proper and workmanlike manner,
than to exact an additional rent as a
fund for the purpose of enabling the Government itself to carry out the contemplated service.
