to all those who are in a hurry to leave the Colony has been granted to an Agency appointed, not by the Governor in Council, but by the Immigration Officer.
What guarantee is there that the "persons who are in a hurry to leave the Colony" are not mem- bers of a criminal gang wanted by the Police? At the best of times,, to issue permits without making any inquiries as bona Ades of the applicants' claims or the standing of the guarantors might result in defeat ing the objects of the Bill-name- ly, to keep out undesirable char- acters.
