THERE ARE 350,000 GERMAN TROOPS NOW IN RUMANIA AND 45,000 OF THEM ARE CONCENTRATED AT THE PORT OF CONSTANZA ON THE BLACK SEA. This information was revealed in statements made at Istanbul by SIR RE- GINALD HOARE, former British Minister to Rumania, who is returning to London- Britain having severed diplomatic relations with Rumania-and the BRITISH CONSUL at Constanza, who is accompanying Sir Reginald together with the Legation staff and other Consular officials.
