the inhabitants, entirely agree in the more than advisability, I may say the necessity of this measure.

Irregular appropriations have, for years past, been in progress, without the slightest regard to the rights of the Crown, and greatly to the inconvenience of the public.

so extended, and as a limit to these unauthorized appropriations became absolutely necessary, the subject forced itself peremptorily on the notice of the Government.

When I shall have matured the course which I now propose to adopt, I shall have the honour to address you in a further Despatch; in the meantime I trust Her Majesty's Government will see from this general statement that the step necessity about to be taken has become needful and inevitable, and will promote the interests of the public, while it asserts the rights, and preserves the property of the Crown.
