The legal opinion of Mr. Attorney General Bridges is satisfactory, and I entirely agree with it.

The valuable Lots sold on the 16th November, as reported in my Despatch N. 170, of 6th December, were disposed of under condition of the Strand Road being formed in front of them at the expense of the proprietors, and this arrangement will much facilitate the general scheme, and assist me in eventually procuring the general cooperation of all interested.

The writer of the Minute above-enclosed has, in his enumeration of the benefits to be derived from this measure, omitted a very important one - it will, by affording ready access to the water, afford incalculable aid in the event of a conflagration, a calamity to which all cities in this country are peculiarly liable, and from which Victoria has already suffered more than once.
