I have read with much satisfaction the Despatch, No. 20 of 1st October 1855, from the Right Honorable The Secretary of State which you had the goodness to hand me yesterday for my perusal, and encouraged by the favorable answer which that despatch's strong recommendation of Mr. Rinecker and myself has secured for my applications to be naturalized subjects of the British Crown, I beg leave to submit the enclosed Memorandum concerning myself for transmission to The Honorable W. J. Moore, Esquire, Colonial Secretary.
