The part I wish to draw attention to is that the usual practice is not perfectly followed - lex partially enters into error - by say special note in 8363; we had passed the Ordinance No. 10.

Is "record of its disallowance. We had better ask the Governor for a copy of the missing despatch of 4. S. y State.
