This statement was contained in Mr. G. S. Kennedy-Skipton's (Controller of Food) letter to the Hongkong Dally Press in reply to criticism regarding, Government fixing of rice prices.

Mr. Kennedy-Skipton writes:--

are maximum prices, for each grade. Each grade has a number of sub-grades with a price spread between them of 60 to 80 cents. Since the highest of the sub-grades cannot exceed the stated price, the lower sub-grades will be sold at a lower price owing to the better grade being, in more demand.
