Ordinances 3 to 6 of 1854 & Rule - Courts - increasing Number of Criminal Sessions. No6 appears very arbitrary but should be referred to the Treasury. No objection to the other ordinances.
April 11 Ordinance 1/55 - Neutrality in Chinese War. No 1 for Reference to Foreign Office - No2. Actions against Absentees. The decision on this should wait arrival of Sir John Bowring's Report.
May 19 Ordinance 14/52 - Registration of Colonial Deeds. Should be referred to Board of Trade.
Jun 5 Ordinance 3/55 - Jury List. May be sanctioned.
