He was not a believer, Major Willcocks sald, in the theory that punishment should be ad- ministered to fit the crime. Rather, punishment should be designed more to fit the man. A short sentence, passed on a first offender, could have, he thought, little effect on him. Discipline would best be admin-" istered on a first offender" that would keep him from being a re- peater. For ones he had been in prison, a man who had never beer there before would have overcome a fear of the unknown that had deterred him before from commit ting an offence that would send him there.
Once" this fear had been over- come, a short term in prison could have little effect on the "prisoner. The cnly chance left towards in- ducing him of reform would be that psychological moment, to be reached in a man who had spent a long term in prison, when the longing for and being fettered from his habits of life out of gaol would lead him to the trame of mind where he curses the day he ever had offended against the law.
