HONGKONG EXPERIENCED ITS FIRST REALISTIC BLACK-OUT EXERCISE UNDER WAR-TIME CONDITIONS YESTERDAY WHEN ALL THE DEFENCE SERVICES WERE MOBILISED FOR THE OCCASION.
