the despatch from the Lieutenant Governor containing a request that "an accountant of ability" might be sent from England to fill the post of Chief Clerk in the Colonial Treasury at a salary of £800, I addressed the enquiry to Mr. Blackwood which you will find among the minutes which I enclose, as to what were the qualifications required for the accountant
