I think, under Government, it is sensible that when emergencies may arise, changes in Establishments may take place, which may require the suppression or consolidation of certain positions. It then becomes the duty of the Government, whom he has served, to give him just compensation for being thrown out of employment.
In the case when the Establishment of the Treasury was reduced, I was dispensed with, and Mr. Hare was not considered sufficiently good to be retained in the Treasury in any other capacity. The Governor, in writing home, gave the following account of him:-
"Mr. Hare was a 'most trustworthy clerk' and 'willing to office' sufficiently competent to 'render such assistance which will be required from the second Clerk in the Treasury', now that this Department will lose one of its Clerks."
