Japan And President Roosevelt's Statement Passive Principle Now A "Positive" One
TOKYO, July 10 (Reuter)-The United States Govern- ment has converted the passive defensive principle of the Monroe Doctrine to a "positive" one, declared a Foreign Office spokesman today in connexion with President Franklin D. Roosevelt's statement on Saturday on the Manroe Doctrine. In respect of the full text of Mr. Roosevelt's statement, the spokesman commented as follows:
"Regardless whether or not of Mr. Roosevelt's statement on the Monroe Doctrine, as made through the White House secretary.
