Official Letters addressed to the Royal Artillery, between the 13th February and 3rd April last; and 3rd I am to request that M. Secretary Labouchere will be good enough to instruct the Governor of Hong Kong, to investigate the given Circumstances which have given rise to this complaint from Lieutenant Colonel Dunlop, against the Postmaster of that Colony.
I am further to state that the Postmaster General has adopted this Course, in consequence of the obvious difficulty of making proper enquiry into a matter of this nature, at a distance from the Colony, and also on account of the proposal, which is now under consideration, to transfer the control of the Post Office at Hongkong to the Colonial Government.
