"I am directed by the Postmaster General to transmit to you, for the information of Mr. Secretary Labouchere, the enclosed copy of a letter, dated the 12th October last, addressed to this Office by Lieutenant Colonel Dunlop, Commanding Royal Artillery at Hongkong, relative to proceedings taken by the Postmaster of that Colony, for the purpose of recovering, from Colonel Dunlop, postage, amounting to seventeen shillings, alleged to be due upon certain official letters.
It appears from this letter that there has been a correspondence with which he has not complied. A copy of this letter is sent to the Colonial Office, and I request, in the event of her Majesty's Government being liable for the postage, that it may be paid to the Post Office; the appointment being made to the Colonial Office.
