that a communication to this effect was made from this office to the Colonial Secretary at Hong Kong on the 10th instant.
The Postmaster General desires at the same time to draw the attention of Mr. Secretary Labouchere to the circumstance, that Mr Chapman, in requesting to be transferred from the Audit office to the Post Office at Hong Kong, did so on the understanding that his application should be so placed before the Postmaster General as to ensure the recognition of his previous service in the Audit office, both with regard to superannuation and the prospect of promotion. As the appointment was left with the Governor, Viscount Canning did not come to any decision on this point, conceiving it to be a matter for the consideration of Sir John Bowring, in the event of his appointing Mr Chapman to the vacant office.
