LONDON, June 8 (Reuter)--The Treasury announced yesterday several important steps taken in continuation of the policy of basing foreign trade on the official rate of exchange and of limiting the volume of transactions in the free market for sterling.

These measures will help to ensure the benefit of a stable rate both to British exporters and to importers in other countries.
