JUDGE SUPPORTS LOTTERIES

Lotteries

State-controlled war advocated by the Tribune Group of newspapers as the simplest and easiest method of obtaining quick' money for War purposes, found yet another champion in the per- son of Mr. Justice R. E Lindsell, Pulsne Judge of Hongkong, who passed through Singapore en route for Africa on a holiday."

Mr. Justice Lindsell said that Hongkong bad a controlled lottery for the War Funds and though it was not actually State-controlled, it was run with, their knowledge.

He referred to the vast sums or money raised for War Funda through the Jockey Club by the selling of one-dollar tickets.

Forty per cent, of the collections was divided between the British War Funds and the China Relief! Fund, he said....

Income tax had already been in troduced, "In Hongkong. the Judge said, as a war measure, "but ad- mittedly you can raise much more money quickly by lotteries." he
