It is only necessary to point out to you that the note to Schedule A has, in consequence of an alteration in The House of Lords, become inconvenient with the Act, and should be omitted in the publication of the Regulations. It will also be necessary, under the circumstances, that the Governor should, in execution of the 3rd section of the Ordinance for the duration of the voyage, regulate the scale of provisions and medical comforts to be carried in such ships.

The Governor should decide whether to substitute new regulations. I should point out that he should not consent to reductions on account of which the regulations require for each passenger between decks.

Great importance is also to be attached to the space between decks and on deck.
