as possible both in Hong Kong
and in the
China.
The Secretary
may
consider that the
regulations prescribed
in
the Schedule to the Act
provide sufficient security for Chinese Passengers
and
may therefore, abstain, for the present at least (as we conceive to be the case for some time), from exercising the power conferred by
the
Second
section. In that
case
