The object of

this legislation was

to

prevent the

reoccurrence of

grave

questions

sailing from British Territory (called in the list here Passenger Ships)

and

with this view it provides,

that until otherwise enacted

by

the Governor and Council

of

Hong Kong, every

Chinese

Passenger Ship shall be

subject to certain

regulations contained in the appendix to the Act, the object of

which is to
