It is clear that the "Alfred" was allowed to violate the provisions of the Passengers Act which

forbade

carrying of Passengers

more than two decks - and

which limited the number to be

carried by Tonnage as well as

space, and it is evident

from his statement that, not in this case only

but in others, he had

reflected to perform the duties imposed on him by the Act and had virtually annulled

its provisions. The excuse for his

faults would be that

the Legislature subsequently acknowledged by the Act 18...
