Engineer, Admiral Sir James
and
Colonel Griffin R.A.
Stirling Commanding Royal Engineer,
are
of opinion
that this ground, embracing
about 2400 feet is wanted
for
the defence of the harbour.
The present
Chief Engineer,
Captain Cowper
concurs with the
Acting Governor, Colonel Caine, in
considering that it is wanted
for building being
the quarter at
present most sought after for that purpose, and that its application to military purposes will seriously impede the
progress
of the Colony. This is
strongly expressed.
Borne out by
a report from the Surveyor
General which is enclosed.
3. Colonel Caine also forwards,
a
plan for
the
defence of the
Harbour approved by Captain Cowper, framed with a
view
to the probable extension of the Town, which he strongly recommends for adoption and which would leave the Governor at liberty to sell
the Land in question.
4. I would of course be
very
desirable, with a
view to the
material advancement
of
the
Colony,
to sanction Colonel Caine's
plan
