me particularly to request that would submit for Lord Clarendon's opinion the question of the practicability of applying, as is proposed in the 19th clause, the machinery for condemning trade prizes to proving the forfeiture of vessels violating the projected law on Chinese emigrating; And also the question of the prudence and expediency of endeavoring, through the means of a bond signed by the master to bring foreign ships carrying emigrants from Hong Kong within the operation of the British Law, and subject to the trials of British Officers, even whilst sailing on the high seas.
