a direct

interest in procuring

a pecuniary interest in

circumstances it would seem

that his evidence should

properly be given viva voce and subject to the usual test of cross

6. It must be confessed

that neither this Bond nor

other contrivance of

any

which we are

aware

will

furnish

a complete and

satisfactory remedy

of

preventing

the British Government from

controlling the transactions of Foreign

ships after they have left British waters, while it is not

impossible that the attempt to establish such a control may give rise to political questions of great difficulty and danger. This being the
