The Pacific
JAPANESE DO NOT RELISH IDEA
TOKYO, Apr. 5 Reuter-The United States Navy's war games in the Pacific is just the same as brandishing a big sword near Japan and influencing Japanese sentiment, according to a Japan- ese Naval authority.
With reference to the possible British blackade in the Pacific, he said that Japan will oppose such a procedure. The Sex of Japan was not really. Japanese waters but was actually looked on as a Japanese lake, and the Jap- anese Government will object to the
extension of the European war into Far Eastern waters.
MR. CHURCHILL CALLED "WAR DICTATOR
LONDON," Apr. 5 (Reuter) Mr. Churchill's new appointment brings him the title of "WBT Dictato:" in Nazi
press, head- lines and he will adopt new steps towards ruthless warfare."
Responsible Berlin circles feel that his appointment is an en- dorsement of the belief that the Allies will wage war "with all against means at their disposal all nations not in
Allied camp," and the Cabinet reshuffle is taken to mean that Britain -in- tends to starve Germany by blockade and coerce «neutral na- tlons.

Prominent leaders of the Chinese | Shanghai. · Communist Party arrived here yes-Sandaran. terday to attend the Fifth Session Cantoa
of the National People's Politicar | U.S.A., and Manila-(Bän Francisco date, 16th Mar.) Congress.
Shanghai and Amoy
They are Ching Pang-hsten (popularly known under his pen name of Po∙Ku), Mišs Teng Yin- chao (wife of Chow En-la!) and Ling Chu-han
It is learned that Chow En-la, who figured prominently during the Sian Incident, 1936, and who recently visited Moscow, is unable to attend the Congress. He is obliged to stay in Sian "owing to injuries to his arm sustained in an accident when he was in Mos-
COW.
Chan Shao-yu (known under his pen name of Wang Ming) and generally recognised as a very in- fluential Communist leader, and Wu Tu-chang, veteran member of the Party, are also unable to come to Chungking, being detained by duties in the northwest.
It is not likely that the leaders of the Communist Party will st mit any important proposals dur- ing the present session of the .Congress, since they arrived, after the expiration of the time allow- ed for submitting proposals.
