with time sureties for the observance of the Government Regulations. The objects of this provision are, first, to confine the Emigrant trade to persons of substance, and, next, to enable the British Government to exercise some control over Foreign ships proceeding from Hong Kong even while at sea. The effect of that clause combined with the 9th clause and the Schedules A and B will be, that if any such ship carrying Chinese passengers is boarded by the Captain of one of H.M. cruisers or by a British Consul, and the Master refuses to submit to his inspection, or fails to produce the Emigration Officer's certificates, or is found not to have observed the conditions pertinent to the Government Regulations, his sureties at Hong Kong will forfeit £1000, and, as against these sureties, the written declaration of the Captain or Consul will be evidence that the conditions of the Bond have been broken (Sec 16).
