2 No provision is inserted for regulating the collection of Emigrants, for the Legislative Council of Hong Kong are able to provide under the Act 6 of Cap 80, and the Bill is accordingly limited to the Regulation of ships carrying Chinese Emigrants from Hong Kong, and of British ships carrying them from Ports within the scope of the above Act, which is within 100 miles of the coast of China. Regulations and forms of Bonds and certificates would of course be next settled by local legislation, but in order to make the object of the Bill clear and to prevent delay in carrying out its provisions, we have inserted in Schedules provisional Regulations and Forms, to take effect till otherwise enacted by the Legislature.
3 The principle of the Bill is to secure that a Government Officer shall have the power of thoroughly inspecting every Chinese passenger ship which carries more than 20 Asiatic passengers on a voyage of more than 3 days duration, and of preventing her departure until the arrangements for the voyage are satisfactory.
