Tonnage check shall be calculated according to a ship's registered tonnage how or it & announced, that in future the system of measurement hereafter to be employed the tonnage British ships will be applied to all ships employed for measuring of in the carriage of Emigrants.

In the latter there is substituted for Medicines required by a former Proclamation, a new scale of such articles, the provisions and medicines such as may be approved by the Emigration Officer.

3 - To the notification respecting the Tonnage Check no objection, especially as it is proposed in the Passenger Act Amendment Bill now before Parliament, to exempt vessels from paying the Tonnage check altogether. The proclamation respecting provisions and medicines is equally unobjectionable in principle, but we do not think the law has authorized the Governor to delegate to the Emigration Officer the power of substituting other articles for those prescribed by law.
