Since the arrival of Mr. Sumner Welles in Europe there have been various wild speculations as to the outcome of his visit. Most people look upon him as a messenger of peace, and predict that after ne reports to President Roosevelt, a peace plan will be put forward by America. Some people, however. -regard him as a messenger of war,
