(3) In respect to the tonnage check, we agree that the most effectual check on an excess of numbers is that of superficial space - and therefore although the tonnage check has always existed both in the British and the American dair, we should see no objection in Hong Kong to it being given up where, from the bulk of the Emigration being carried on in sailing ships which are measured for tonnage in various ways, its application is unequal in its application. He will accordingly introduce the like words in the Emigration Bill now before Parliament to exempt ships carrying Chinese Emigrants from the Tonnage Check.
(4) Under the 35th clause of the present Emigration Act (which will be retained in that form before Parliament) the Governor of any place is empowered to declare what Medicines, Medical instruments shall be placed on board. The remedy therefore for the inapplicability of the scale is in the hands of the local Authorities.
