(2) The carrying of Passengers on the orlop deck prohibited because that deck (which is a deck in the hold of a ship) is accessory, dark and ill-ventilated, and it is therefore very difficult to keep it clean and healthy. It appears also that the Orlop deck on which these Emigrants have been carried, viz. without permanent deck, nor laid (as it should be presume) on Beams, the structure forming part of the Ship. This is also so in the case of Contraban Lion.
